I saw some thin stuff and it had an r-value of 1.0, I thought it wasn't worth putting on. I'll be finishing the basement with studs and insulation to r-13 in the stud cavity.

NOT below grade!!! I don't know what you'd be referring to for use below grade. FanFold is an above-grade material for 'leveling' walls when you want to install, ... say, vinyl siding.
If you do anything to the outside, consider a membrane that channels water to the footing, and then it gets 'channeled' away from the footing via perforated pipe.
Yes, insulate the below-grade basement from the inside. R-13 is plenty. Remember - The basement shouldn't get much colder (via the outside walls) than 55 degrees. The dirt outside acts as its own insulator.
