Is this a conditioned crawlspace?

Is the floor dirt covered with at least a layer of 6 mil plastic?

If so then the vents should remain clsoed at all times and the walls, ceiling and partial floors should be inuslated to your local building code's requirements.

Just ask your local code officer waht is required and he tell you.
