I live in a wood structure 1970's ranch home and recently had the crawl space insulated with batting. I notice they didn't insulate the areas between the floor and foundation blocks(band joists?). The exterior walls, near the floor are very cold. Could those uninsulated areas be the cause?
I checked the walls and they are insulated, but not sure how much.

Weather the cold is on the outside or underside of your home, the cold is traveling through a certain medium (wood or concrete). To stop this you will need a thermal break. A thermal creak consists of a material that will stop or slow the cold migration. Styrofoam will work but try to get a board that is laminated with a vapor/moisture barrier on both sides. I would cut and install XPS foam in those spaces. Depending on your climate, moisture, and threst of your vapour comntrol package, i would avoid using a VB there as it might trap moisture and cause rot.
