Currently I have visqueen in my crawl space. The visqueen is covered in sawdust and other stuff from construction. I was looking to have it cleaned up, but was told just to cover it up with a new layer of visqueen. Should I do this? And, should I use refective insulation?

Also, should I insulation between the joist? It looks like the previous owner started a project, but put the insulation in backwards.

Foundation is concrete. Live in Portland, OR. 17 Year old house.
