I am finishing part of my basement

and putting drywall on the ceiling. I am hearing conflicting opinion as to whether I should insulate between the joists. One opinion is no, you will have moisture issues if you insulate. Another is, insulate, you will have no moisture issues. What should I do? And if I insulate, should the paper side be facing down into the room, or up, towards the 1st floor?
