just moved recently to a busy street w/ heavy foot and car traffic it's very noisey and being on the 3rd floor does not make a difference. my bedroom faces the street and has three windows, i'm renting so replacing the widows is not an option. looking for the best way interior or out to sound proffing them w/ out blocking them off completely or shutting out the sunlight.

Try curtains with a layer of sheer behind them. Thicker the better. Good luck.
