How can water leak even if main valve is turned off. after I had the leak I found that even when I completely shut off the main valve...drain the faucets..water will stop coming but if I open faucet again then water is coming at slow pace. how can water still be there if my main valve is turned off. what could be the problem.

Many unknowing installers use a globe pattern type of main shut off to throttle the volume entering a system. These types of valves are known to be non positive shut off as many seep when any debris gets under the valves retaining ring (seat contact)

Also A gate valve should be tested periodically like we do one fire suppression systems to make sure they work.

The main valve you have is obviously not holding and you can do one of three things

1- Ignore it

2- Hire a LMP to replace it

3- Install a new valve after the one that is defective then open the defective fully and remove the handle so no one uses it again (3 would be my option)
