I have a 603 sq foot apartment in nyc
The contractor wants to skim, sand and paint the apartment
for $11,500. Is this estimate over the top ???
The apartment is pre-war and the building is over 100 years old.

You don't really say how bad the walls are or to what extent the walls need skimmed.
That does sound very high but I also have heard that everything is a lot more expensive in NYC. 603 sq ft is not that large of an area.
At the top of this page is a tab called "Find a Pro" which could be useful also.
Here are a few articles on choosing a contractor

I would suggest that you get at least 2 more estimates before making a decision.
Good luck
