I am trying to confirm the best way to repair cracks in my window sills around the window itself. Just about every single one of windows has these cracks from the weather change and I was planning on gouging out the old caulk and recaulking the area. I just want to ensure that I am not going to have to keep doing this each winter. Any thoughts or advice?

You can score it with a utility knife and remove with a putty knife.
I would re-caulk using a siliconized latex caulk of good quality.
You can use straight silicone caulk but it is much harder to work with and is unable to be painted. Painters caulk is cheapest but will not hold up for very long and is not recommended.
