What exactly is leaking?
There's no way a proper repair would keep leaking.
Keep putting off a proper repair is going to end up causing you far more expansive wood damage.

If you turn off/on your main water everyday, I guarantee that the valve will also start to leak. No harm to your hot water heater as long as you are not drawing water when the main is closed. Where is the leak? Can you isolate it? Why can't the leak be fixed?

Of Course you can shut the main valve and NO IT WILL NOT LEAK if the valve is in decent condition.

I have shut water main valves over 100 years old and not a problem

Before you take any plumbing advice as gospel consider the source as a Master plumber normally gives their name and ways t contact them

If your in a colder climate just make sure you have enough water for your heating system such as a steam boiler.

Shutting off the mail will save you not only a large water bill it will save you a fortune in water damage

RE: your water heater NO it will not mess it up but you will not have no hot water if the main is shut

Also as long as the water heater is below most of the facets in your home there is little danger of siphoning the water out.

You may want to lower the temperature on the heater when not in use

I do not understand if repairs were made other then a possible freeze up why you would have another severe leak?

Was the plumber licensed? What was the cause of the last leak?

If a valve if not tested periodically it will freeze in either the open or closed position

Think of a faucet or flushing a toilet these valves like all valves are designed to be used

When I do a yearly test on a fire suppression system I remove the lock from the chain holding the valve open, close the valve after lubricating the stem on n OS&Y valve and then opining fully and closing it a 1/4 turn so it doesn't freeze up and re-lock it in the open position

Even notice the local DEP / FD open fire hydrant to make sure it is in working condition

The surest way to have a valve fail or leak is never to test it
