If the supply valve is on, you will need to check the hoses that connect the house plumbing to the washer on both hot and cold side. Most hoses have strainers built in that would be visible at either end, one or both could be stopped up with calcium or rust.
This is most common after utility work to the water supply line or plumbing work inside of the house.
