I am planning on installing drywall on the ceiling of my garage. No insulation or vapor barrier at this time. Insulation will install between 2x4x23 inch joists. Garage is heated. Keep temp at 38 degrees unless working in there then 62. Live in Minnesota. No rooms above.

Thanks for your question.
First you want to check with your local building officials office to ask them wether it is code for your area or not. I however recommend that you install vapor barrier and install so the barrier is directly next to the drywall on the garage ceiling, this is because you will have a conditioned garage ( even if not constantly) you can get condensation forming due to the temperature difference at the drywall.
You also need to confirm what R-value is required for your area.
