The ceiling fan in our new rental house has up until recently turned on and off with 3 pulls. Last night it wouldn't turn off at all. About 10 minutes later it did turn off when the cord was pulled, however we noticed that it was now turning on and off on the 4th pull. I'm not really sure what the issue could be. Help?

It sounds like your switch is going bad. I would mention it to your landlord since that should be his responsibility.
The switches can be replaced if he refuses.
You will need to remove the bottom cover on the fan housing which is usually held on with 3 screws.
Next, remove the outer nut that holds the switch in place. This will allow you to pull the switch out of the housing.
Remove wires from existing switch and push into receptacles on new switch. Reassemble and you should be good to go.
The switches come in several different varieties. Make sure you ask for a 3 speed when you purchase the new one.
