My white plastic deck railing has tiny brown/black raised spots on it. I believe it is some type of spore, perhaps from the mulch. It is very hard to remove. I have tried Comet cleanser and it eventually comes off but only after much scrubbing and elbow grease. These spots are very difficult to remove. Any ideas of the best way to remove these spots?
