Hi, I would like to know if is normal that water goes into the bottom rail of the hurricane impact window. I mean the portion of the rail that is inside my home fills with water with a little rain or splashing from the sprinklers. Im concern if a hurricane hits how much water I may get inside my home, plus air must be getting in as well. I'm afraid the windows are not performing as expected and we are not properly protected either. What is your opinion about it? I posted some picture to better explain my self.

Usually most windows only leak under storm conditions and this is defeated by installing approved storm protection to keep the water away from the windows during a tropical event.
In your case it sounds like you have a window design problem or an improper installation. Both sould be covered under their respective warranties. Keep in mind that you are required to perform annual maintenance on your windows to keep your product warranty in force.
