It depends on how close it actually is whether you can replace the existing flange with an offset or end up just moving it. Every situation is different as to the best route to take. Easiest way would be getting a new toilet that's also 10" rough.

Most cost effective way is buy 10" rough toilet

Some plumbing codes do NOT allow for an offset flange.

Toilets are cheap, skilled labor to replace a flange is expensive especially if your soil line is lead

Lead Bends are produced on a bend/trap press that allows bending of the lead pipe while extruding the lead

The reason I happen to like lead is it is impervious to most chemicals and acids.

It is easy to shape and work with and very forgiving when adjustments have to be made on finish work

Drainage lead Lead "D" weights 8 PSF so its mass makes for a very quiet system plus being a very smooth interior does not cause feminine products to adhere to the internal piping

Lead pipe is also used in chemicals and acid wastes then attached to Duriron or other chemical approved piping systems
