I have a steel home with baked enameled exterior and interior. The interior was painted over and in the bathroom the paint is peeling in sheets. How do I get the paint off without damaging the shiny baked enameled surface under the the paint?

You may want to try using a heat gun to help loosen the paint further. This will most likely cause it to flake off, but you don't want to get it too hot because it can cause some damage. As far as any scraping is concerned, I would suggest using a scraper made of a plastic rather than a conventional metal scraper.
