Just purchased a house that has radiant heat,
the pipes are coiled in the ceilings and are covered by asbestos board can I replace the board with drywall and tape and compound it.

Generally the heat coils are in the floor. Are you sure that the coils aren't above the joist space? Anyways, you can use another ceiling material. Be careful of aspestos. Very dangerous.
