How do you adjust the metal bar to touch the blades? Do you adjust the screw up or down?

Slowly screwing down pushes the back end of the blade, rotating the front end up toward the reel. It should be close enough to cut a piece of newspaper but not so close that it interferes with the rotation of the reel.
