I am in process of having my home vinyl sided.I had my precast front stairs removed

in order to repair any damage that may be there behind them before having the new precast stairs installed. I plan on removing the clapboard and having 8"-12" flashing installed behind the new stairs. My question is whether I should have the new stairs installed before the house is sided or after.
