Is it acceptable to use the same circuit for both the washer and dryer? I know that my electric dryer uses 240/30amp breaker, so can I just use one leg of the 240 and tie to ground for the washer? Will this configuration continually trip my circuit breaker?

To my knowledge that would not be code anywhere in North America and I'm sure a single 30 amp circuit would not allow both appliances to operate at the same time.

You could go to a gas dryer and use each leg of the existing electric dryer circuit for an outlet for each of the 120 volt appliances if you can't run another line for the washer and leave the original dryer circuit alone.
