Is it unusual for a 15 year old refrigerator to develop rust spots on the outside door and how do you recommend repairing it. Thanks

It's not the norm but very possible depending on the conditions it is in (humidity, wear and tear, etc.). If in a humid area, I've been told that applying a coat of car wax can help to keep moisture away from painted surfaces.

If just a painted panel, sanding and repainting. There are appliance touch-up paints available (see the following link) in either small fingernail polish size bottles or spray cans. You could also have it painted professionally either electrostaticly in your home or by taking the door (or whole fridge) to a local autobody shop.
