Installed 5 ceiling lights on 2 different circuits in the basement. Staight forward until the last one. Reconnected wires multiple times. Light fixture works when plugged into wall outlet. Measured 120 VAC with multimeter connected to hot & ground wires; only measured 81 VAC when connected to neutral and hot wires. Any suggestions or advice would be greatly appreciated.
