Sounds like it might be a problem around the appliance's water fill valve. You can read more about them at the following link:

There are a couple of other possibilities here in addition to those mentioned. Could be a twisted/pinched host. Could be a stopped up strainer on the filler hose fittings. Could have had the kids turn down the valves so it's restricting filling.
