My wife removed a ball-point-pen mark from the plastic handle of the refrigerator with Goof Off, but that discolored the off-white plastic. Is there a fix, other than replacing the plastic?

I don't know of any way to correct the discoloration, sorry. You can get small bottles of appliance touch up paint, but it may look worse than what you've got now.
Maybe you could do the whole handle(s) with Goof Off and at least make them uniform?
