Sounds like the blower is not turning, heat is on but not circulating.

**dryer gets very hot on top and around control knobs. clothes still damp after one cycle**

Kinda sounds like poor air flow...fan blower as Outlaw mentioned, restricted venting/vent hood, restricted air ducts inside the dryer, lint filter plugged would be prime suspects.

Might be a good idea to pull the dryer out from the wall and remove the vent pipe and try a test load with the vent removed from the dryer.
