i have a whirlpool fridge that is not cooling the food in the fridge but the freezer is so cold that it is icing up.Any ideas would be appreciated

Icing or getting some frost in the freezer? A frost free failure will effect the air flow from the freezer into the fresh food section and the FF section will warm up.

Check freezer drain
check vent from freezer to freshfood
remove back wall of freezer and see if evaporator is occluded with ice
if there is a huge ice block you need a servicer

If yes, most ( almost all? ) Canadian models are not online so we cannot see it's parts breakdowns.

im guessing its a canadian fridge. i checked the back of the fridge and apparently is has appareratice for an ice maker. It says this on the back anyway. But the line going to the feezer is frozen solid. Is there anything i can do with this or do i have to call a repair man in.

Check inside the freezer for a frost build up. If you have a frost build up, a temperary repair is to over night defrost the entire refrigerator with the doors open. In the morning plug the fridge back in and it should work until you or repair tech can solve the frost free problem.
