I have a GE dishwasher that hums when starting, sounds like the motor is not kicking in and turning the sprayer. Any ideas on how to repair this or is it time to replace the old war horse (its 7 years old).

I'm afraid the only way to properly identify the dishwasher in question is if you post its full model number.
You can find tips for locating the model and serial number identification tag on your appliances in the 'Repair Parts' section of my web site linked below.

If the motor isn't running to create the water pressure needs to cause the spray arms to turn, no they won't.

Find the problem and correct. If the motor is not turning, there may be a problem in its power supply, the motor could be seized up or there could be an obstruction in the pump preventing the motor's movement.

That will depend on what turns out to be the cause. It certainly shouldn't be replaced until that is isolated so you can make an informed decision between repair and replacement.
