Last year we bought a house with a dishwasher and garbage disposal. We've never owned or operated neither before so I'm not able to determine what's wrong. The first time I used the dishwasher, no water was coming in; then figured out the water supply was shut off (duh!) Then noticed that the detergent dispenser wasn't opening during any of the wash cycles. May be a signal problem in the door panel. We don't use the dishwasher much; only used it three times. When I went to use it the other day, again, no water was coming in. The water supply is on. I checked the overfill protector gadget and it moves up and down freely. The dishwash outlet hose that is connected to the disposal looks like it's clogged with food waste. Could this be the reason the dishwasher won't fill? Both appliances are new.

No.

There might be a problem with the dishwasher's water valve. Has anyone confirmed power is getting ti it when it should be filling?

It's almost certainly a problem inside the door somewhere but what the possibilities are will depend on the brand and exact model number of appliance in question.

The make/model of the dishwasher is Frigidaire FDB510LCSI.

It is likely FDB510LCS1 (the last digit being the # 1 rather than the letter "i").

The dispenser on that model (see the following link) looks to use an electrically powered 'wax motor' (sort of a solid state solenoid) to open it. The wax motor may not be getting power... for whatever reason, The wax motor could be defective or the dispenser physically broken.

The wax motor looks to only be available included in the assembly so if it is needed, the whole dispenser would likely have to be replaced.
