We want to replace our old GE all-in-one stove unit (microwave, stove and oven) with a new over stove microwave and a new stove. There is no power plug in the cabinet above the microwave. What is the best and easiest way (in detail) to bring the power from the outlet near the floor to the cabinet above the microwave?

I do not believe you are allowed do that by code but check with a *licenced* electrician. Both a range and microwave should be on completely separate electrical circuits (regardless if the old all-in-one range which consisted of basically the same components didn't have to be).
