** kenmore washer 110.1661190 **
I can find no listing for such a model number. Can you please double check it. It looks to be missing a digit in the middle (eg. 110.16611_90)
** takes a while to drain. **
Has anyone inspected the drain hose for blockages or kinks?
** washer does not spin **
What does it do instead? Any sounds? Does the timer count down to the end of the cycle as if it was working just without spinning??

** yes it does make noise **
Does it sound like it is the main motor that is running?
** it is not spinning **
No spinning *at all*?
Does it still agitate during the wash part of a cycle?
** i will double check the model # **
Post the correct model number when you double check it so we can look it up to see how it was designed and what components it has that might be responsible for your symptom.

** the timer runs through like theres nothing wrong but it is not spinning... it does agitate during the wash cycle. **
IMO either the timer may not pausing the motor briefly between drain and spin (see the following link) or there may be a problem internal to the transmission which would need repair or replacement to correct.
