Need help please with model # JGBP26BEA1WH burner turns on, cleaning works, and BROIL setting works but regular oven will not turn on. Electricity fine, all ignitor seems fine, no switch present for valve to open/shut?!!

Stove top burners ignite with flames - work fine, BROIL setting & CLEAN setting oven turns on as expected - works fine
Ignitors (Located inside oven at roof and underneath panel at bottom) appear in tact - no cracks

Do both broil AND bake burners ignite when on clean? You're not maybe just seeing the broil burner in flame at that time and assuming the clean is functioning properly?

Day after running the CLEAN cycle, regular oven turned on, but weeks later oven not working again today. On CLEAN setting you are correct only seems that the top burner ignites & runs, the bottom of the oven is still cool after several minutes of running.

Than someone will need to look into the other *at the time of malfunction*. The bake (ie. lower) burner is the main heat source for bake operations. The broil burner *might* come on during the initial preheat function of a BAKE setting but after that, only the bake burner cycles on and off to maintain temperature.
Both the bake and broil burners on your model use a 'hot surface' (glow ignitor) ignition system. A first step in diagnosing problems with such a system is observing what the ignitor(s) are doing when the oven should be heating as described at the link below. If you post those observations we'll see if we can suggest a course of action.

I have a glow bar ignitor that is not igniting, so I guess its time to call an electrician - Thank You!

Is it the ignitor that is just not glowing?? (and without it, no flame can be produced)
