Both my daughters have fairly new Kenmore front loading washers. (less than 4 years old). When it comes to the final spin, it makes louds noises like a helicopter or machine gun and the clothes are still wet from not spinning. Any suggestions, Please?

I'm afraid that is not enough information to identify the appliance(s) in question. What is needed would be the exact model number off the machine. If you post it we can look it up to see what appliance design you're dealing with.

There may be a problem with the machine's internal suspension or it could also be from use on unstable flooring. Front-load washer need VERY stable flooring or damage can occur to it during use.
** and the clothes are still wet from not spinning. **
If the machine goes off balance for any reason (which is my assumption for the noise), the machine will no go into full spin.

Both my son in laws have checked the balance with a level and they seen to think the machines are steady. This is a recent problem that has cropped up after a couple years of use. Thanks for responding. Any further thoughts?

Not without knowing what machine designs are involved, sorry.
Front load washers are usually pretty complicated to work on and if they have no experience fixing them they'll likely be better off getting a professional in to check them out.
