My Kenmore (whirlpool made) side by side fridge has an issus with the internal fan sending cool air from the freezer to the fridge. It often comes on for 5 to 10 seconds, then stops and starts again for a few seconds. It does this from time to time and then will run constantly for a while.
I am not sur whether this has a solid state circuit board or not. Does it sound like my fan is going out?

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number. If you post it we can look it up to see what appliance design you're dealing with.

That will require testing to determine. The motor should run whenever it is getting power. If it WAS being powered but NOT running, the motor itself would be suspect. If it was the power to the motor that was the reason it was stopping, looking into the power circuit would be required.
