We are looking to "open" the entrance a bit leading from the Living Room (standard ceiling height) into the Dining Room which has a 1 1/2' higher ceiling.

Current entrance is a standard rectangle shape. We are looking to heighten and widen this entrance with more of an arch/rounded effect. The Living Room has beautiful plaster crown molding that we want to show off. Is there a rule as to how close the top of the entrance should come to the crown molding?

might want to check if it a bearing wal before doing anything else, also if you have plaster crown above it, you might not want to do anything as it is very hard to repair/replace the molding if it gets damaged, not many people out there have the skills needed to do plaster moulding and are paid quite well for their services.
