can anyone give me some advise on a second story plan

i have a home i'm trying to build it's 2 story

the bottom section is almost complete it's up to roof height

i just hire someone to finish it up who suggested the foundation is 8x8 and shoud be 16x16 the house is 3,500sf is that correct and if it is how can he correct it

also my second problem is the second story layout i'm still trying to figure how i should lay it out i'm not familar with floor plan layout so if anyone have any idea can share with me in the form of a layout the roof for the ground floor will be concrete here is a pic of the first floor layout it's not great just something i did in word

the second pic is a example of how i would like the second story to look i like the front and back patio

if someone could design 1 simple external look and internal and layout i realy realy realy would apreciate it if anyone could help me out thanks

NOTE: i live in the carribean so permit is not required to do anything just experience and material
