is there a handoperated shear for metal studs? I picture a tool similar to a rebar cutter

I used either aviator snips. You can use a metal cutting blade in your miter saw or circular saw. BUT - many miter/cicrular saws can't use a metal cutting blade without being ruined. If you aren't sure, use the snips.
