My husband and I are thinking about buying a "fixer-upper" with multiple problems that we can fix or hire someone to fix. But one problem we wonder if it's a deal buster. The previous owner smeared white paint over a lot of the wood window frames and stair rail. He was foreclosed on and I guess angry at the bank. I've stripped furniture before and it was a bear and I think windows would be worse because you can't move them around to make it easier. Does anyone have a suggestion as to the best way to handle this? Are there people who do this kind of work?

If just want to paint - then no big deal.
If you want to retore the stain, then how extensive the damage is depends on the condition of the woodwork when the paint was smeared on it.
