i want to use cinder blocks 4 feet tall over a poured in place spread footer 3feet wide and 1 foot thick with the appropiate rebar installed. Is that acceptable in north texas or should i just continue up with 8 inch concrete wall ? This will be supporting a two story 3000 sq foot house. Are we going to be creating a problem trying to save a few dollars using blocks ?

that sounds like an extremely large footer, but it depends what soil conditions are on your property and on how heavy the house is.
Block foundations are comon in the south. up here in the north, frost can exert more pressure on the walls and damage them so poured foundations are more common. A poured re-inforced concrtete wall is definitely stronger, but whether you neeed that strength depends on your soils and loads.
