Tool for removing stuck screw
Does anyone know of a tool that I can use to remove a phillips screw that is stuck?

Yes - You need a screw tap. Visit the Tool Coral at Home Depot and they'll get it for ya.

If the screw is stuck in wood, that would tell me that the phillips head is stripped. Take a hack saw and cut a channel into the screw head and use a flat tipped screwdriver to remove it. If the phillips head is not buggered up, get a hammer and a punch and give the screw head a few wacks.(gently)
If the screw is stuck in steel, use a good rust buster, let it set for an hour and retry. Otherwise, see JayJ's answer.
