Can you use 15.6 v drill with a 14.4 battery?

If the battery will seat properly in the tool then yes you can use them. The battery will not last as long in the tool or in life span.
Electricity does not know which tool it is going to. Dc current is Dc current. The battery might get a little warmer than normal, but I don't think that will be a real issue for the tool. It will shorten the life of the battery though.
