I would like to know how high the newell post should be at the bottom of the stair way, and how do I find the height of the handrail as I go up the stairs, i am thinking of making them from 2x4 lumber, and also what would be the height of each baluster?

A handrail should be at 36" high, measured vertically from the leading edge of the stair tread. That determines the height of the newel post.
You other major code and safety considerations are that it all be able to withstand 250# of horizontal thrust, and that you cannot fit a ball with a 4" diameter between ballusters or spokes. That way the officials feel certain that a young child cannot fit their head through and do themselves damage and most average sized adults can lean on the affair without suddenly experiencing the effects of gravity
