The concrete floor in my basement is flaking, dusting, just plain deteriorated. A bad mix is my guess. Someone along the way tried to skim coat it adding to the problem, that's flaking off too. Is there a way to seal the floor. I don't want to have to tear it all up and repour, but can't live with the dust cloud produced everytime i have to sweep up. Any and all suggestions would be welcomed. Thanks
