I have a leak in my basement where the septic pipe exits the cellar wall. I have applied drylok cement on the inside and outside but it does not appear to have solved the problem. I am thinking about applying roofing tar around the pipe where it exists the basement wall (which is about a foot under ground). Will this work?

Try cleaning up the area from the outside and remove any loose concrete. Also "Groove" out any existing cracks. Try using a product called "Hydaulic Cement" The brand name is "Thorite". It expands in the cracks. It's expensive but works well.
I've also used roofing tar but I usually cover the roofing tar with plastic and run that plastic all the way up above grade. Stick the plastic into the sticky tar and roll it out.
Both applications require a good cleaning first. If you use the tar method, make sure the concrete is dry or it won't stick.
