Best way to seal Water Main Through Poured foundation

Well, 54 inches deep and I found the problem with my basement. The caulk seal around my water main had given way.

It is all cleaned and prepped with a wire brush, but I want to seal it "the best" method and could use some advice.

I think my options are as follows.
1. Dryloc Fastplug Hydraulic cement.
2. Epoxy putty
3. More Caulk

Dryloc wall sealer over top of all of the above.

Any suggestions?

Instead of just any expoxy putty, search the Web on a product called Rezi-weld. (the dash is required in the name).
