I have removed the drywall, and thoroughly bleached the floor and framing to kill the mildew. However, in order to prevent it from happening again, I want to seal the concrete floor so moisture does not wick up through it again. Is a sealing/waterproof paint the best thing given that it is long past the time for a good "curing" process, or do I just need an ordinary concrete sealant? I also plan to place a vapor barrier down, place a plywood underlayment down on top of the vapor barrier, and then float an engineered wood floor over it. Your thoughts?
