I have a concrete subfloor that is about 30 years old. I just purchased the home. It was really infested with mildew, especially under the furnace and in the kitchen under cabinets, where ventillation was poor. I think the main cause of the mildew was that moisture wicked up through the subfloor, especially seeing that I live only about 50-100 feet from a dammed lake/river. (Flooding was never an issue because it is a constant-level lake).

I have removed the drywall, and thoroughly bleached the floor and framing to kill the mildew. However, in order to prevent it from happening again, I want to seal the concrete floor so moisture does not wick up through it again. Is a sealing/waterproof paint the best thing given that it is long past the time for a good "curing" process, or do I just need an ordinary concrete sealant? I also plan to place a vapor barrier down, place a plywood underlayment down on top of the vapor barrier, and then float an engineered wood floor over it. Your thoughts?
