I am wondering should I use morter instead of sand to secure the slate in place. And what is the proper thickness of the gravel to be laid.

depends to some degree on your climate and intended use.
I like a minimum of eight inches of sound drainage gravel under the finish bed. The slate or blustone can be seated in stone dust also. With anything other than a mortar bed, you will find yourself sweeping or tracking some powder or grit into the house, but with a mortar bed, moisture and freezoing can do you damage. Sand or stone dust wil let moisture drain on through.
