The garage floor of my new home to be ( I close on Friday)is oil stained.

Thick deposits can be scraped up with an absorbant .......Kitty litter or Oil-Dri....and a flat shovel or dustpan......
Commercial cleaners from the Auto Parts store work well for the stain.......
