i have a home built in the 50's with a bomb shelter; foot thick concrete walls and ceiling. and the previous owners put an addition/kitchen on the main floor directly above the bomb shelter; laid laminate floor down...not radiant heat. I live in mn and could barely stand to walk on that floor in the winter w/out boots!! help!!

Sounds like an insulation problem. Or, rather, a lack of insulation.

Note: If you insulate under the floor, you'll probably need to ventilate the area somewhat.
