Brick over concrete walk

I am planning to lay brick over a concrete walk. Here's my question:

To secure the brick (1/2" pave brick), what is the best method - mortar, quick-crete, etc?

The answer could depend on where you live.

If you live up north where you salt your walks, you should probably avoid any type of cementious mortars grouts since the slat will have a tendency to cause it to disintegrate.
